Dr. Jacqueline Bailey-Davis

Founder/CEO, Elite Policing and Education Services, LLC.

Dr. Jacqueline Bailey-Davis, a native born and bred Philadelphian, is a more than three decades scholar and triplicate degree holder in criminal justice, education, and public administration from the University of Cincinnati, The Lincoln University, and West Chester University of Pennsylvania, respectively. Concurrently, Dr. Bailey-Davis joined the Philadelphia Police Department (PPD) in 1997. From the rank of police officer to staff inspector, she blazed an honorable trail of service, commitment, and leadership while serving Philadelphians in multiple bureaus to include patrol, investigations, training, standards and accountability, and special assignment to the police commissioner to spearhead the department’s reform initiative. While serving simultaneously with the PPD, Dr. Bailey-Davis served a combined 12 years as a part-time adjunct professor and coordinator of the criminal justice program at Alvernia University and behavioral health coordinator at Community College of Philadelphia, respectively. 

During her tenure at the PPD and Alvernia University, she received numerous local, national and international awards to include the Distinguished Alumni Award from the University of Cincinnati, Awards of Valor from the National Liberty Museum, a community service award from Lincoln University, and a merit commendation from the PPD. Dr. Bailey-Davis has mentored and assisted her colleagues and students with college enrollment, preparation for promotional examinations, and educating them on financial literacy.

Her leadership and competence have led to presentations at major conferences and invitations for board memberships to include Oxford University, International Association of Chiefs of Police, Pennsylvania Commission on Crime and Delinquency, Pennsylvania Bar Association, Young Lawyers Division and the National Forum on Criminal Justice.​ As a lifelong learner, Dr. Bailey-Davis continued her professional studies and development by attending and completing executive programs to include Police Executive Research Forum (Senior Management Institute of Police), Northwestern University Center for Public Safety School of Police Staff and Command (served as Class President), Instructor Development certification via Municipal Police Officers Training and Education Commission, and supervisory training from Penn State University. Dr. Bailey-Davis credits her education at the University of Cincinnati for helping her to identify her career path in law enforcement and aspirations to become  a chief of police. In January 2024, Dr. Bailey-Davis reached the pinnacle in her profession with her history making appointment as the first female Chief of police in the Norristown Police Department. In January 2025, Dr. Bailey-Davis redirected her position from chief of police to chief education officer to “educate to excel” clients in their professional and personal lives via her newly established Elite Policing and Education Services, LLC.
